State Rep. Marvin Lim has put forward a new bill in the Georgia House to amend income tax rules and redefine small business eligibility for deductions, according to the Georgia State House.
Designated HB1472, the bill was introduced on Thursday, Feb. 26 during the 2026 session of the 158th General Assembly. It is officially titled: ’Income tax; term “small business”; revise definition’.
Based on the actual bill text, here is our summary, which may use interpretation to clarify its elements.
The proposal updates Georgia’s income tax law by setting a new definition for “small business” in relation to deductions available for payments to certain subcontractors involved in state contracts. Under the new terms, a small business would be independently owned and operated, with no more than 300 employees or not exceeding $30 million in gross receipts each year. The bill preserves the 10% state income tax deduction for payments to certified small-business subcontractors owned by minorities, women, or veterans, up to a $100,000 annual limit. The new standard takes effect July 1, 2026, applying to tax years starting Jan. 1, 2027 or later.
Since this session began, Lim has introduced 16 additional bills.
Lim earned a BA from Emory University in 2005 and received his JD from Yale University in 2013.
Lim, a Democrat, won election to the Georgia State House in 2023, representing the 98th House District after taking over from David Clark.
In Georgia, the legislative process starts when a legislator, sometimes prompted by a constituent, collaborates with the Office of Legislative Counsel to write a bill. The bill is then filed with the House Clerk or Senate Secretary, read for the first time, and sent to committee, where much of the in-depth review occurs. If it passes committee, the measure proceeds to the floor for another reading, debate, and a vote. A bill becomes law after passing both legislative chambers, with a conference committee sometimes reconciling differences. It then goes to the governor, who has six days during session—or 40 days after adjournment (Sine Die)—to sign, veto, or allow the bill to become law without a signature. The General Assembly meets yearly for a 40-day session starting the second Monday in January.
