On October 24, 2024, the city of Mulberry announced its intent to assume responsibility for several services previously managed by Gwinnett County Government. This transition took effect on January 1, 2025. The services now under the city's control include code enforcement, planning and zoning powers, issuing permits and inspections related to these areas, collection of various taxes and fees such as State of Georgia collected insurance tax and telecommunications franchise fees.
Mulberry will also manage utility permits and enforce remediation related to city rights-of-way. Additionally, the city will oversee Title Ad Valorem Tax collection, issuance of financial institution occupational tax certificates along with other business and occupational tax certificates. Alcohol beverage licensing including permit issuance and fee collection will also be handled by the city.
Gwinnett County is restricted from providing or regulating these services without an Intergovernmental Agreement with Mulberry. As of now, there have been no requests from Mulberry for documents concerning active permits or pending applications within the city limits.
Despite this shift in responsibilities, Gwinnett County will continue offering essential services like fire and emergency response, police protection, as well as maintaining parks and recreational facilities for Mulberry residents.
The county acknowledges that this change might lead to frustration among residents but advises them to seek guidance directly from the city of Mulberry regarding any concerns related to these newly assumed services.
